Moisturizers can have one of two bases — oil or water. Which base you choose depends on your skin type:

• Oil-based: Best for people with dry or mature skin.

Emollients

Emollients seal in the moisture humectants brought in and fill in any weakened areas of the epidermis. They are thicker creams like shea or cocoa butter and are known for their anti-inflammatory properties. Due to their thickness, they can clog pores easily, making them less ideal for people with acne-prone skin.

Occlusives

Occlusives form a barrier around your skin to keep in moisture throughout the day. Petrolatum, or petroleum jelly, and lanolin are the most common protective occlusive. 

Many people are opposed to the ointment-like feel that comes from these ingredients in their pure form, which is why they're included in smaller concentrations in moisturizing lotions. Still, you can use them in their pure form, too.
